Based on Independant engineers report Q1 Rational method 63 l/s*60*60*24= 5,443,200 litres a day. 1800sqm roof as per Greenway/Ting 3 lot plan.
Brisbane City Council in their "Notice of Reaons for Dispute" of 31/1/25 state that their plan would cause "Increased rainfall" from "increased density" and they did not dispute that their own engineered plan would cause a major flood nuisance of 5.4 million litres a day, once a year, for downstream residents of 128 Ashridge Rd Darra. (Based on Greenway/Ting plan, 3 lots 2700 sqm roof)
Can Brisbane afford an annual Brisbane flood caused by Brisbane City Council employees engineered flood plan of 5.4m litres a day ?
Right to Information review has revealed that these seven Brisbane City Council employees have engineering and design of a future Q1 and Q20 major Brisbane flood flow centred at 128 Ashridge Rd Darra.
Andrew Blake licenced engineer
Roger Greenway unlicenced engineer
Lucy Ting licenced engineer
Joel Wake unlicenced engineer
Scott Ruhland unlicenced engineer
Zarndra Piper unlicenced engineer
Margaret Orr unlicenced engineer
Nobody forced these Council employees to engineer and design pipes and pits for Upstream Drainage and a Brisbane flood of 5.4 million litres/second a day in a Q1 flooding or 14,774,400 litres a day in a Q20.
Independant engineers say that the Council engineered stormwater upslope plan will cause nuisance flooding to downstream properties based on a conservative 1200 sqm of roof. Council have "violated" the no worsening principle.
Council is "forcing" an upslope connection that will be causing flooding to downstream properties in a Q20 of 38*2= 76 litres/second for 2 rear lots, 1200sqm of roof 76*60*60*24= 6,566,400 litres a day peak flow in a Q20. Town Planning report calculates 1800sqm roof for Small Lot Code and LMR3 zoning. Council rainfall 255mm/hr,
coeffiecient .87.
Independant engineer - "Forcing" an upslope connection. "Violating no worsening principles" "Charged" pipe 1.18m underground.

These seven Council employees refuse to supply the calculations they did for the Brisbane flood. Calculations for the Brisbane flood take 5 minutes to determine if there will be a major flood, of excess flow of water, using a coefficient of .87, annual rainfall, and roof areas Q1-Q20,
Yes, if you input 4 items into your $5 calculator, you know that it's a major Brisbane lfood..
9 months later. Brisbane City Council employees would rather see damage to people and property (QUDM) and potential loss of life from their engineered design than use their calculator. RTI reveals that Roger Greenway /Lucy Ting used a red red biro for their design of stormwater pipes and pits.
Manteit gave 11 flood warnings to Council on 10/7/24.
Time and time again these Brisbane City Council employees were warned that there would be a devastating Brisbane flood disaster caused by their engineering designs. They chose to force the owner to flood Darra with their illegal Brisbane flood stormwater plan.
Time and time again these Brisbane Ciry Council employees were warned that legal action would follow from their attempt to force a major Brisbane flood from their engineering designs that could cause loss of life and damages to the residents of Darra.
A Court filed audit carried out of every Council subdivison approval from 1/1/24 to 31/12/24 revealed that this case is the only case where Council had decided to become licenced and unlicenced engineers and design a Brisbane flood.
David Manteit was totally honest and upfront in his Development Application on 10/7/24 and warned of a Brisbane flood that -
"Water would not drain through the Development of 128 Ashridge Rd , S7.6.5 "(Flood)
"There was nowhere for the water to go "(lawful point of discharge)
"The lay of the land forces water to the rear and right of the property, not Ashridge Rd" "Nobody can force water to go uphill"
David Manteit offered Brisbane City Council employee Joel Wake the opportunity to attend site on 15/8/24 and examine ground levels with Manteit's laser level to confirm that site water would not drain through to Ashridge Rd but he refused. Joel Wake chose engineer a Brisbane flood for the residents of Brisbane and cause possible loss of life instead.
It is s calculated that there would be a flow of 114 litres per second flow from the rear lots for 1800 sqm roof in a Q20 flood event. (Independant engineer) That means 9.849,600 litres a day. Original plan by Roger Greenwayof Brisbane City Council will cause a flood of 164 swimming pools a day of 60k volume.
The Brisbane City Council ilegal stormwater plan would cause a Brisbane flood of 84 litres per second beyond the capacity of the kerb and channel Q20. .
The Brisbane City Council licenced and unlicenced engineers knew from DA application on 10/7/24 that there would be a major Brisbane flood, but chose potential major damages and possible loss of life to downstream Darra residents from their engineering, instead.
Even at Q1 flood levels, which is the predicted peak flow every year, of 63 litres per second or would be an excess flow (flood) at the kerb or alternatively from a charged pipe of 33 litres per second which is 2.85 million litres per day excess.
Every year like Christmas - a flood of 5.4 million litres a day, Brisbane flood to hit the residents of Darra.(Q1, 2700sqm roof)
Brisbane City Council engineers licenced and unlicenced refuse to adhere to their own Council laws and Queensland Urban Drainage Manual procedures.
Brisbane City Council instead prefer to give the residents of Darra a Christmas present of a Brisbane flood in Darra of 5.4 million litres a day flood.
The Brisbane City Council employees have engineered an illegal stormwater system that will cause flooding at the next Q1-Q20 flood event. The Brisbane City Council employees have designed a tiny pipe o 225mm over 61 metres including 6 pits that could overflow and explode at any time after light rain.
The Brisbane City Council employees design of 61 metres of stormwater pipes is unlawful and does not comply with Brisbane City Council Planning Scheme Policy S6.3.3.1 and could cause local flooding at anytime. Council laws calculations show a 5,443,200 litres a day flood every year. (63 l/s) Q1.
Brisbane City Council sandbag depot to close in Darra while the 128 Ashridge Darra flood is happenning, due to the flooding of the depot. So no help there, for Darra residents.
These are the seven Brisbane City Council employees demanding that Darra residents get 14,774,400 litres a day flood. Q20.
They have been insisting for eight months that their engineered design of 171 l/s at the kerb for Upstream drainage is perfectly legal.
114 l/s = 14.774,400 litres a day Q20.

These seven Brisbane City Council employees refuse to supply their engineering calculations to anyone in order to clear their name, in the interest of transparency.
Margaret Orr of Brisbane City Council was given a warning of a Brisbane flood coming by David Manteit on 1/10/24. Margaret Orr of Brisbane City Council by letter 3/10/24 advised the applicant David Manteit to go to Court. I did. Margaret Orr has refused to be witness at the trial
Margaret Orr, of Brisbane City Council said in writing that the file had been fully assessed. So Margaret Orr did not dispute that there would be a flood
Lucy Ting, of Brisbane City Council in a phone call to David Manteit on Thursday 11 October advised "I have done all the calculations ". Ting asked me "where did you get the lawful point of discharge 35.1 from? " I was about to answer then she immediately hung up the phone. Total call 60 seconds.
The Survey plan lodged on DA application 10/7/25 shows the survey level for the kerb adaptor.
Lucy Ting and Development Services team members of Brisbane City Council refuse to respond to all requests verbally and in writing by the applicant to supply Brisbane City Council flow calculations and engineering details for thier flooded pipes. Letters sent 1/10/24, 10/10/24 , 14/10/24.
Council refuse to publish these letters so I have no option to publish them here, as a matter of public interest.
