Investigations underway by Engineers Board of Qld for sham stormwater design and fill design.

Complaint 1003 -

Update - 25-11-24 - Investigations underway by the Board of Professional Engineers of Queensland against Lucy Ting and Brisbane City Council for sham engineering design - David Manteit.

It is alleged that Brisbane City Council employees had licenced and unlicenced persons involved with misconduct in relation to design of red lines , 6 pits and 2 kerb crossings.

Update - An audit carried out by David Manteit of 500 Brisbane City Council subdivision approvals this year confirrms that Brisbane City Council has designed stormwater plans

on one site only - That site is 128 Ashridge Rd Darra.

The plans are not designed in accordance with Council's own BSD 8111, 8113 and 8114.

This is the only site where Council have designed a stormwater plan and designed fill this calendar year and the designs are a sham.

Council have designed a sham upslope stormwater plan all by themselves.

Council have designed a sham earthworks system to fill the site - all by themselves.

Margaret Orr of Brisbane City Council said that Joel Wake had taken all assessment matters into account.

These six persons from Brisbane City Council below want me to fill the site so water from can fall to the street. They won't tell you how much fill or where to place it. Mindboggling. These are the people that designed the sham plans -

Have you ever seen a bigger sham ? Wait - there's more ! They want me to build a charged stormwater line that ends up 834mm below the kerb.

But wait . There's more - The seven persons also refuse to discuss the matter for 16 weeks now so I had to take them to Court on 18/11/24.

RPEQ to investigate complaint of misconduct of Lucy Ting and Brisbane City Council staff

An application is in progres to the RPEQ board of Lucy Ting, Brisbane City Council and the Development Assessment Team regarding licenced and/or unlicenced engineering design.

The Board of Profesional Engineers may investigate--

conduct that is of a lesser standard than that which might reasonably be expected of a RPEQ by the public or the RPEQ’s professional peers
conduct that demonstrates incompetence or a lack of adequate knowledge, skill, judgement, or care in the practice of engineering
misconduct in a professional respect
fraudulent or dishonest behaviour in the practice of engineering
other improper or unethical conduct.

It may also be determined that the Development Team conducted unlicenced engineering designing.

Lucy Ting, an engineer at Brisbane City Council advised David Manteit on 11/10/24 on the telephone she is responsible for the calculations the red lines and pits on a development approval plan at 128 Ashridge Rd Darra, approved on 25 Septemer 2024. A serach revealed by the Board of Professional Engoneers Queensland reveals that Lucy Ting is a registered RPEQ.

How about the Sham "stormwater markups are indicative only, subject to further detailed design"

Further detailed design means past design had been carried out by Counciil. So Council has only done stormwater markups, not proper engineering calculations, no proper detailed design whatsoever, by their own admission. This leaves David Manteit needing to spend $50,000 defending this professionally negligent sham statement in the Planning and Environment Court and other courts. Update - ation lodged in the Planning and Environment Court 18/10/24. Court date 18/10/24.

But the red stamp says "subject to further detailed design. "Stormwater markups are indicative only," Council refuse to supply a Form 15 which is standard practice for engineering design. Nothing. Zippo.

So is Margaret Orr's statement that the "delegate took all matters into account" truthful ? Really ? Show me the engineering Form 15.

It took me 5 minutes to do an audit of Council detailed engineering. And some of this Council engineering is displayed honestly, on this website.

Does Brisbane City Council know where the Inspection outlet is (I/O) for the private drain connection to the Urban Utilities owned asset? Does Brisbane City allow the private drainage connection to stay? Does Brisbane City Council know the invert level of the Urban Utilities pipe and the private drain connection? The distance from the boundary??

If the employees in the Development Services Team know the answers to these questions please tell me and now, and the Planning and Environment Court judge.

It's been 16 weeks now and nobody from Brisbane City Council wants to talk about the Brisbane City Council sham charged stormwater line that ends up .9m to 1.2m below the Ashridge Rd Kerb.

Brisbane City Council fail to advise why their design does not comply with their own standards, BSD 8111, 81133 and 8114.

Reason for triangle not compliant with Brisbane City Council BSD 8111 by taking the stormwater line further away from 600mm from the boundary. ( Is this fraud by Brisbane City Council employees to fudge Brisbane City Council standard drawing engineering BSD 8111?) ? You tell me.

Council have been asked repeatedly since 1/10/24 in writing. Nobody from Brisbane City Council can tell me the reason for the sham triangle. Will I need a helicopter to mow the lawn in the triangle? What does the Council prepared easement say ? It's a mystery.

All Development Service team members plus City Legal refuse to provide information.

What was used for the decision ? What the hell is a "markup?" The red line? Can the Council give me a copy of their markup and the existing design ? Where is that stored ? It's a secret. Where is rhe Form 15 design certificate ? Please message me.

Again, Margaret Orr of Brisbane City Council said above - "Brisbane City Council delegate (Joel Wake) took all assessment matters into account".

Joel Wake of Brisbane City Council took all matters into account for the sham stormwater and earthworks design that means. Joel Wake is personally reponsible for possibly hundreds of thousands in damages in other courts in my view.

Lucy Ting, RPEQ engineer in a phone call to David Manteit on 11/10/24 -"I did the calculations".

Lucy Ting, in a phone call to David Manteit on Thursday 11 October advised "I have done all the calculations for the stormwater line" She asked me "where did you get the lawful point of discharge 35.1 from? " I was about to answer then she immediately hung up the phone. Total call 60 seconds.

I have since sent a letter to Council on 14/10/24 with photographic evidence of the AHD 35.1 lawful point of discharge.

Lucy Ting and the following Development Services team members of Brisbane City Council refuse to respond to all requests verbally and in writing by the applicant to supply Brisbane City Council flow calculations and engineering details. Letters sent 1/10/24, 10/10/24 , 14/10/24.

Council refuse to publish these letters so I have no option to publish them here, as a matter of public interest.

Development Services Team members as per public information on Development I below. So far all have refused to answer any questions from the applicant.

The Planning and Environment Court has been requested to provide a statement, if found, of the incompetence of the following Brisbane City Council Team Members. I state again, this is only a request to the Court at this stage -

Engineers all over the world - Please help Brisbane City Council to fix the charged water problem

Above are my calculations for the proposed charged line of Brisbane City Council stormwater calculations as prepared by the applicant David Manteit.

I cannot find any way to build this monstrosity. The line will end up roughly one metre below the kerb and chanel at 128 Ashridge Rd Darra. Can anyone please tell me how to build this so the end pipe is not one metre below the kerb and chanel ?

I have built many 225mm pipes with my bare hands, in some cases through two houses to get to the next street just to get lawful point of discharge.

You need greased "O" rings, two crowbars, one man at either end, concrete pits lowered by crane. 10mm drainage gravel under the pipe belted with a plumbers shovel. You need a pipe laser drain cam to demonstrate a straight pipe. Surface levels and invert levels must be accurate. The trench needs to be backfilled. 100*75 RHS steel pipes accross the verge connected to the kerb with a BCC approved kerb adaptor. I have done this many many times. Search 161 Baskerville St Brighton. Search 82 Rowe Tce Darra.

Lucy Ting and Margaret Orr of Brisbane City Council refuse in writing and verbally to supply their own calculations. It appears they just want to force the applicant David Manteit to go to the Planning Court against the Council evidence of "Markups" and "Subject to further detailed design" Shameful. wasting $50,000 in costs to the applicant in delays and professional costs for the applicant. It would take anyone 10 minutes to work out that the line is charged. Surveying levels provided at application stage.

David Manteit has prepared this plan. But Lucy Ting or Margaret Orr of Brisbane City Councilr Refuse to supply Brisbane City Council Engneering information for this case. I, David Manteit, in the otherhand, the applicant, am easliy able to prepare the above plan required in an instant, easily demonstrating Brisbane City Council stormwater charged pipes that miss by one metre.

The biggest blunder in Town Planning history ? This could have been sorted out the day I asked the question to Brisbane City Council on 1/10/24.
