Lord Mayor Adrian Schrinner under fresh Crime and Corruption Commission allegations

Brisbane City Council Lord Mayor Adrian Schrinner has refused to respond to a letter sent to him by the Crime and Corruption Commission on 25-9-25 which alleges systemic Corruption by his Council employees.

Brisbane City Council Lord Mayor Adrian Schrinner has long been aware of claims of systemic corruption by seven unlicenced Brisbane City Council employees, in the case of David Manteit V Brisbane City Council 2916/24.

The Crime and Corruption Commission steps in when the Lord Mayor or the CEO refuses to wipe out Council employee corruption internally.

The seven Brisbane City Council employees prepared not one, but four non-RPEQ certified flooded hydraulic plans and also non-RPEQ Civil earthworks plans and conditions, which appeared in the DA aproval dated 25/9/24.

These seven Brisbane City Council employees have performed unlicenced engineering which is an offence under S15(1) of the Crime and Corruption Act 2001 andS115(2) The Professional Engineers Act 2002.

There has been unlicenced engineering performed by Council employees, which is an offence on its own, plus incompetent and allegedly fraudulent enginering, which is another type of offence, under Schedule 2 of the Professional Engineers Act 2002. 

This incompetence and/or fraud, may be prosecuted by the Board of Professional Engineers and/or the CCC. Both have powers to prosecute.

There may be  prison offences being applied, if the incompetence and/or fraud is proven. 

Has the Lord Mayor spent over $100,000 yet of ratepayers money defending Brisbane City Council  employee corruption ? Must be getting close....

 Your Council employees have attempted to force the owner and his engineers to commit offences up to $751,000 by building your Council employee illegal plans.

Lord Mayor Adrian Schrinner now requires three neighbours to illegally build 60 rainwater tanks in their back yards, to stop 9 milliom litres of floodwater per hour, in a pitiful further attempt to hide the Council employee corruption. According to your shonky winemaster witness

Brisbane City Council Lord Mayor Adrian Schrinner paid tens of thousands of Brisbane ratepayers dollars for seven Council employees to prepare two flooded plans of 81 metres of Upstream and Onsite Drainage and illegal fill conditions. Yes, proven flooded , Lord Mayor. You knew that, for 7 months. Your ordered the removal of thos flooded plans.

This was in the case A006565555, a subdivision application at 128 Ashridge Rd Darra, owned by David Manteit

Brisbane City Council Lord Mayor Adrian Schrinner allegedly instructed these Brisbane City Council employees not to appear in Court on 28-4-25, in order to allegedly avoid  their possible prison sentences, even though Manteit requested and issued S42 and S44 applications for subpoenas to Judge Wiliamson KC for the unlicenced Bisbane City Council employees to appear in Court.

The seven Brisbane City Council employees who prepared the non-RPEQ certified illegal flooded Upstream and Onsite Drainage Plans and illegal non-RPEQ certfied fill conditions are:

These Council employees refused to RPEQ certify the illegal flooded stormwater plans and fill conditions.  Prison sentences may apply.

David Manteit has incurred damages of $750,000. Those responsible need to pay.

Now the Crime and Corruption Commison has asked Brisbane City Council Lord Mayor Adrian Schrinner to respond to claims of systemic Council employee corruption, which may be followed by prison sentences.

Seven Brisbane City Council employees intentionally placed illegal fake fill conditions in the DA approval dated 25-9-24.  Adrian Schrinner instructed the fill conditions be removed on 31/1/25 (filed in Court).

This involved using unlicenced RPEQ Brisbane City Council employees performing unlicenced Civil engineering of 3 fill conditions.

Scott Ruhland - "Any engineering questions, see me". RTI records filed in Court shows the alarming conduct of all these Brisbane City Council employees, including the concocting of hydraulic plans with falsified lot numbers and digging up neighbours yards without their permission, attracting around $751,000 in Council fines.

The fill conditions were S12, Condition 17, Condition 18.

The seven Brisbane City Council employees, being unlicenced Civil engineers may be charged for offences including prison sentences for being non-RPEQ licenced civil engineers and/or licenced and  Unsatisfactory Professional Conduct, that of  a Professional Engineer, Schedule 2 of the Professional Engineers Act 2002.

Brisbane City Council Lord Mayor Adrian Schrinner was well aware that the seven Brisbane City Council employees have committed offences under S15 (1)  of the CCC Act 2001 and S115 (1) of the Professional Engineers Act 2002 by becoming fake Civil engineers.

S34, 35 of the CCC Act requires the Lord Mayor and the CEO to stop the Brisbane City Council employee corruption, in the first instance, otherwise the CCC will step in. 

 Brisbane City Council Lord Mayor Adrian Schrinner has provided no audit of corrupt engineering and no response to Manteit nor the CCC. 

Why not ?

After finding out the hydraulic plans were illegal and break 23 Council laws, Adrian Schrinner  gave instructions for the illegal flooded plans to be removed.

How stupid could Brisbane City Council Lord Mayor Adrian Schrinner be , to no know that the pipes ended up 1.2m under the Ashridge Rd kerb ?

Nobody asked Brisbane City Council Lord Mayor Adrian Schrinner employees to prepare intentionally flooded plans.

Why did Brisbane City Council Lord Mayor Adrian Schrinner instruct the seven Council employees to break 23 Council laws and be cause possible prison sentences for the Brisbane City Council employees and Manteit, if constructed? No response by Adrian Schinner as to the reason for the corruption.

These hydraulic and fill plans included -

Intentionally flooded 1.2m under the Ashridge Rd Kerb, which would cause around 6 million litres of water per day of nuisance floodwater into Darra properties.

Sham triangle in the back yard, to hide and reduce Council employee flooding.

In additon, the Onsite Drainage plans break 23 Council laws. 

These Onsite Drainage plans were the only Onsite drainage plans prepared by Council employees in 412 approved cases in the calendar year 2024, as per court filed Audit Report for the Crime and Corruption Commission, by David Manteit, 25/1/25.

Adrian Schrinner has not responded to the Crime and Corruption Commision audit report.

These Onsite Drainage plans break Brisbane City Council 's own laws of PSP  S7.6.2, BSD 8111, BSD 811, being more than 400mm from the low side of the kerb and and would cause fines of $751,000 to Manteit under S164 of the Planning Act and costing $172,000 to build up land.

Brisbane City Council Lord Mayor Adrian Schrinner instructed the Council employees not to issue an information request to the owner David Manteit . That would have saved ratepayers of n estimated $100,000 in court fees to Court lying barristers like Susan Hedge.

Who else would have instructed the Council employees to prepare illegal flooded plans? ? The Crime and Corruption Commission says the Lord Mayor is responsible for his employees coruption.

The Crime and Corruption Commission says  that if Council Lord Mayors and CEOs don't fix up their ownemployee corruption, they will.

Manteit was transparent in his DA application and was adamant that Upstream Drainage to rear lots is not required.

Adrian Schrinner gave instructions to a shonky winemaster witness, Andrew Corrigan to intentionally prepare a shonky allegedly fraudulent report that breaks 23 Council laws, over 150 times.

How could Brisbane City Council Lord Mayor Adrian Schrinner be that stupid to waste tens of thousands of your ratepayers money on a shonky report with 2 more flooded plans?

Another two Council flooded plans were prepared by the Adrian Schrinner instructed shonky witness. That's total of six flooded Council plans so far. 

 Why 6 Council flooded plans, Lord Mayor Adrian Schrinner? What's the reason? 

Why doe does Adrian Schrinner use unlicenced Council engineers and 

conman shonky witnesses?

How could Adrian Schrinner be that stupid by instructing someone to break another 23 Council laws, around 150 times? What's the reason?

This report by Corrigan proved that the Brisbane City Council employee Upstream Drainage plans were flooded 1.2m under the Ashridge Rd kerb.

But the report also included the following intentionally engineered illegal plans -

• Intentional use of a fake enginerring formula Fi, instead of Coefficient of Discharge, in order to fool Judge Williamson KC and the public.

• Intentionally designing two hydaulic plans for Upstream Drainage and Onsite Drainage that end up .4 m - .8 m under the Ashridge Rd kerb.

• The intentional blocking of all services like power, water supply, roofwater, NBN to Lot 2, thereby causing the subdivision to be incapable of being sealed.  Nobody can live without water and power. 

• The  intentional blocking off all services to Lot 2, by using of illegal easements in the front yard of lot 2.

• The intentional withholding of the Council prepared easement for 9 months until Judge Williamson KC forced the lying barrister Susan Hedge to provide this to Manteit, in Court, on 30-4-25.

• The use of illegal rainwater tanks placed in the rear neighbour's lots, breaking Council law, PSP 7.5.3 (6).

• The illegal and allegedly fraudulent design using Level II drainage instead of Level III drainage. How could you be that stupid?

• The illegal flooding of the Council kerb, breaking PSP S7.6.3.1, BSD 8113, being maximum of 30 litres/second. Your ordered your own own shonky winemaster witness to hide his own flooding of 75 litres per second in the report.

•  The real flooding is around 181 litres per second at the kerb. Why hide ? Why did Adrian Schrinner instruct the Council employees and the shonky witnesses to hide the flooding?

• The intentional use of illegal two townhouses on the rear lots, causing the rear lot owners $751, 000 in fines.

• The intentional understating of fully developed roof area by promoting two illegal townhouses of 180 sqm each,  when the real fully developed roof area is 70%-90% of the site, being around 700-900sqm, as per the Small Lot Code, even as advised by your own Town Planning witness, Ryan.

• The use of illegal "half houses"and "half townhouases"  in the rear lots, thereby understating flooding to 128 Ashridge Rd.

• The design of 2 illegal houses to be built on Lot 2, inviting the owner to go to jail and receive a fine of $751,000 under S164 of the Planning Act. How could you be that stupid?

• The intentional placement of 150 engineering errors by the winemaster witness on his shonky plans. How you could be that stupid?

Why would Adrian Schrinner instruct illegal practices, that breaks

• 23 Council laws, over 150 times
•  Planning Act 2016 S163 and S164 laws,
•  S115 (1) of The Professional Engineers Act 2002 and
•  S15 (1) of the Crime and Corruption Act 2001 

Its time to come clean, Brisbane City Council Lord Mayor Adrian Schrinner.  

The Crime and Corruption Commission says so.

Susan Hedge barrister stated to Judge Williamson KC  on 24-4-25 - "I just need to put all the cards on the table" -

 That means Susan Hedge lied for the last 7 months, incurring Manteit hundreds of thousands in damages.

"It doesn't work" ie,  the Council employee red lines ended up 1.2m under the Ashridge Rd kerb. You knew they were that for 7 months, Lord Mayor Schrinner. You hid that from the ratepayers and pubic for 7 months. Why? Why hide 

Lord Mayor Schrinner, you have been caught out by your own winemaster witness. How could you be that stupid, and also have the gall  to waste upto $100, 00 of ratepayers money to protect your Council employees from being allegedly imprisoned? 

What date did you find out that the plans were flooded, Lord Mayor Adrian Shrinner ? Please tell the public.

It is assumed that Brisbane City Council Lord Mayor Adrian Schrinner knew the pipes were flooded, for 7 months.
